Distributor/publishers like Toho are normally the ones with the financial muscle and initiative to start a project. Rarely do anime studios have the resources to get a new project going, they rely on producers approaching them with work.
Can't tell if it's 2D or 3D, maybe both. But either way you're wrong, shit they're involved in doesn't always look good, from that list, Tokkyo Magnitude, Sakamichi no Apollon and Engaged to the Unidentified were very mediocre visually and animation wise, and half the episodes of Little Witch Academia look average at best.

The top of half of that is kind of scary if you've ever even been near an actual pool. Those little drains are where water spiders and centipedes and stuff always seem to lurk.
