My thinking, based off what we've seen her eat, is that she consumes a primarily meat and vegetable diet; when she is able. Bread, given its large quantity and thorough availability (despite probable lackluster quality), is something she probably eats with some frequency but not in large quantities. Further, she probably doesn't consume much in the way of Potatoes.

Given that she probably doesn't consume much in the way of dairy, I also believe this is contributing to her stunted growth. Most Europeans consume dairy, and is one of the primary drivers for their size. Large quantities of protein also going a long way to aid in this.

On the whole, it appears that because Tanya doesn't have a varied diet due to cultural differences, and probably the poor food she consumes on the front, plus food shortages from when she was even younger, I believe that she does suffer from malnutrition. Although it isn't entirely due to the war, much of it is self-imposed. Visha talks about the different types of food she enjoys, even the varied kinds she eats on the front lines. She also certainly has a more Euro-centric diet. As a result, she's considerably more filled out, even assuming the age-gap and difference in designs between the manga/LN/anime.

I very much doubt that CZ really put that much thought into her design, but it's an interesting thought experiment.
