Trump declared a national emergency and has authorized the secretaries of treasury and state to unilaterally declare which individuals meet the "corruption" standard in the act and freeze those individuals assets. Additionally the EO directly speaks to individuals in government being involved in "human rights abuses" whatever that means. This first wave of individuals in the annex are almost certainly not the last and are almost certainly the guys that hold washing accounts. Trump just squeezed all the holes in the net tight shut it would seem.
