I'd like to know if that is unique to the U.S., or if Western European or Anglosphere countries with ~20% corporate tax rates also have loopholes, meaning there's no way to argue America's rate was indeed too high at 38%.

Every company in the western world exploits loopholes of some kind. In the case of the EU they could just set up in and EU country with lower corporate tax (like, say, Ireland). Then there's other shady stuff like what Starbucks does, which is it pays all of its profits as "expenses" to a different company in a tax-favourable nation so that it technically makes very little "profit" in a high-tax regime.
By lowering the tax rate you decrease the financial incentive for taking advantage of loopholes, which normally involves offshoring.
