The documentary itself is alright, it doesn't focus solely on manga but whoever edited that preview was either innocuous to it's implication or deliberately edited it in such a way to make a broad statement about manga using various stock images and footage.

I think it's the culture of (mainly political) journalism being centred on "holding the powerful to account" rather than "informing the public". It's not surprising that this leads to aggressive questioning along the lines of "What have you done wrong?" rather than "What do you think?"
