Everyone still hated Britannia. Him purging everyone in the royal family would only create unrest with the population and not convince the rest of the world that the new ruler wasn't a power hungry maniac like the rest of the royal family. Lelouch revealing himself as Zero would only further the suspicions, and create terrain for Schneizel to work with, like the Black Knights fiasco. Lelouch would be screwed eitherways.

Also the world would want compensation from Britannia, and an equivalent of the treaty of Versailles would happen, fostering feelings of revenge within the Britannian population, and eventually letting some random asshole to take advantage of it in the future. Britannia was still way too powerful for it's own good.

In the end, his sacrifice let Britannia re-enter the political scenario, not as a pariah, but as a fellow country that suffered from tyranny. It was by far the best outcome, given the mess the world was in, due to years of bullshit.

Also Lelouch was in a suicidal mood due to Nunnally's supposed death. And having Suzaku being edgy around him sure didn't help.

Because even as it was he had to keep putting down rebellions fought on behalf of the old regime. If he not only dismantled the aristocracy AND put Britannia into an alliance with a bunch of filthy non-whites then he'd have to slaughter half of Britannia to enforce the alliance and he'd just create a bunch a resentment that would boil over once his reign ended. You know how after they got back into power English monarchs dug up Oliver Cromwell's body and fucked it up just because they were so pissed? Kind of like that.

ZR worked better for his ends because it gave Britannia a reason to unite with outsiders of their own will instead of having it forced upon them.
