Objectively speaking, a lot of newer seiyuu(late 2000s-now) are better than those who come before them. They can act better and are certainly more versatile than older seiyuu. Nostalgiafags/pseudo-nostalgiafags might tell you otherwise, but don't believe them.
You should be thankful that the anime industry is now better than ever thanks partly to the ever improving quality of voice acting in anime.
I think the average level has improved somewhat, but I feel like there aren't really any new voices that are as distinctive. The most distinctive voices are relatively old (Wakamoto/Kugimiya/Koyasu) or didn't really make it big for some reason. (Omigawa)

Not a fan of her personally but I think she's pretty good. While her voice isn't all that distinctive she manages to sound genuine, in a seemingly effortless way. I guess her role as Futaba kinda spoiled her for me as I don't like this kind of exaggeratedly plain character, like Kobayashi this season. In some of her roles, and as Emilia in particular, she takes a very sweet voice, seductive in a subtle way, and I find that a bit grating, it's like she's whispering to my hear "fap to my character and don't forget to buy the merchandise".

Been going back and watching a lot of early 90's anime for the first time.
What op says is mostly true, although I think there's more too it.
Back then the recording equipment was not as good and often the recording itself sounded very airy and washed out, so it made it sound a bit worse.
The types of rolls have also changed, there are in general way more "Meme" characters in modern anime then there were in the 90's. Sure many tropes still existed, but go watch something like "The idol master Cinderella girls" and half the cast are literally Archtypes. The overly cute girl, the yami no yami chunibyuu girl, the lazy girl, the quiet girl, the genki girl, the nyaa girl, etc..
I think to some extent these types of roles have "one voice" assosiated with them, and are in many cases voice acted in the exact same way from different people. There seems to be an idea of how these archtypes should sound.
So I can understand certain people thinking that modern voice actors don't express the same range of emotions that the older one's did. But I think that is mostly nostalgia, becuase while there are more "meme" voices, there are also more talented ones.
There are far more people working in the japanese voice acting industry than there used to be. Pretty much every role in a show is filled by an actual voice actors/actresses, not a family/friend/people at the studio like they used to be.
There is waaaaay more competition to be the best in the industry now and because of this I there are way more skilled voice actors/actresses than there used to be.

I agree, but I would say that back then they most likely left the characterization to the VA, while nowadays they try to squeeze them into the role no matter what. I know of a recent show where they slightly changed characters because they let the VAs define them personality wise. Basically, if they have so many actors to choose from, they can pick the one who fits into the archetype the most, I guess.

My sister just graduated and is headed out to be a professional seiyuu. She speaks both English and Japanese fluently. I think with the way anime is today, situations like this will be more common, and for more that just the English Language. I'm sure a future Asuka would be played by a German/Japanese actress. Megumi Hayashibara is a registered nurse and would have been a nurse had she not become a voice actress (that was her original course anyway; I think that Pokemon episode with Jessie as a nurse was based on her life experiences or something).
