It wont. the whole purpose of cryptos is that they are decentralized. There was digital money made back in the 90´s, like BitGold, but it got shut down. If you dont have any 1 entitty controlling it, its way harder to shut down. A centrally controlled crypto would be like upgrading your fax to a model with a digital display.
