But regardless, if you make a vault out of reinforced concrete and bury it, its going to take a certain minimum level of technology to get into, a level of tech that would also generally guarantee some caution, and the ability to detect radiation. Add a few warnings in as many different languages and dialects as you can, as well as some pictograms and even if we regress its not going to bother anyone. If we don't regress we won't be stupid enough to open the highly radioactive vault.

Soyuz launches supposedly cost about $80M, with a payload capacity of 4900kg. Thats to sun synchronous, which should be enough to get you to the sun too. which works out to an even worse $/kg rate than SpaceX, at $16000/kg (although that number will actually get you to the sun, whereas spaceX is LEO only for now). Soyuz is just a big multi-stage lifter, designed specifically to get big payloads into space and its cost is ridiculous.

Space Elevators are a long way off yet. Plenty of other designs we can use that don't require material we haven't perfected yet. Some estimates still put carbon nanotubes below the level of tensile strength needed to sustain a proper elevator.
