The fanservice isn't terrible enough for people to look away from it's good points. It's possible once/if the series picks up popularity things change and hopefully they get new suits. From what I've seen even the guys have their suits with a hole in the chest area so it's not like it's girls exclusively that have a suit show their breasts.
