There are tons of russians living there, like 15% of the population, and especially in the russian dominated industrial cities in the eastern parts of those countries people have russian as their first language, not their second.

Latvian here, he's somewhat right. Balt Russians don't really notice it among themselves, but when speaking with those who actually grew up in Russia it becomes really apparent that there is a difference in accents.
