Maybe only a few terminals can be active at the same time and all the smartphones of every candidate (expept Gin's/Karin's and Sonoko's) were just deactivated terminals. Sacrifices will no longer be required, but in return the heroes will be weaker than before. However, everyone will be able to fight~. I think that any young girl will be able to transform, as long as they remain pure. That's just me speculating though. I don't know exactly what kind of system they'll be implementing after all~]

A more literal translation of that second sentence would be: "After Yuuki Yuuna and the others from the Sanshuu Middle School Hero Club became "it" and were chosen to be heroes, the hero trainees from all around Shikoku that were not chosen were assembled at the Gold Tower by the Taisha." The Japanese version implies that the candidates are not heroes, only the Sanshuu girls are. I agree that the title heavily suggests that they will become heroes in the LN, but there's no reason to be rude about it.

But Taisha never lied, they were either hiding stuff or clueless about what the happenings. Oh wait actually they were lying when they said they would get better eventually because they knew Sonoko and Tougou have been disabled for 2 years without improvements in sight. But if you assume there were other heroes fighting besides them then it means Taisha blocks other groups/monsters activities from being displayed on their app map and other convoluted assumptions.
