No local cartoons to compete against. Local TV stations could show either american or japanese cartoons. The japanese cartoons with their long stories with a lot of melodrama and plot twists are more popular in latín american market over the episodic content where every episode doesnt matter at all from american cartoons. The Simpsons was the most popular american cartoon because it has a plot.

My guess is that they were cheaper licenses since the japanese always seemed to consider exports as just a little extra yen when it comes to anime. And wholesone yet dramatic and engaging shit like the world masterpiece series weren't too foreign.
