Probaly. Sometime it depends, but if straight one-on-one and not using guerrilla tactics, I think most of people don't get a chance with En. He can even kill Devils if they are too careless (see Devil Kai, even though En got lucky that the rain aura did not affect him).

If you subtract Nikaido's plot armor + mary sue then yeah En is the strongest magic user, who else can kill a devil without being Store or possessing one of the knives.

I love devils.
