Fucking what. On one hand I'm truly surprised this happened at all, but also I must ask why get that studio machinery / staff back together just to do an OVA. It sold like what, 6k or was it 6.5k, more than other series which have gotten S2s. So why decide to dredge it up years later, but only as an OVA?
Maybe is right and it's filler for Gokumi while they await Kinmoza s3 greenlight. Since it comes with a BD box set maybe they want to see how strong a demand there could be for an S2. Lastly of course it's good for enticing completionist collectors to pull the trigger on the box even if they have the regular BDs.

Hopefully this is some kind of hint that they at least are mulling the idea; it takes a lot of effort to pull together a crew and make some anime so maybe if the box set does well there is some chance.
Which is wonderful; I had long written this off as an s2 never but maybe it is faintly possible. This series was a lot more popular on futaba than here so people don't seem to really contemplate it, but I liked it.
