It seems like they just don't know what to do with charactrse other than Akko, Ursula and maybe Dianna. Even with the Ursula episode we didn't learn anything about her despite the thing taking place inside her head.
It's weird, with 24 episodes you'd think they'd have enough time to flesh out most of the characters. At least the main seven.
