Both, if you say just one you're not seeing the whole picture because Kyon's the one narrating. Haruhi was at her worst, going out of her way to spite Kyon and say shit that she knew would make him extra mad ("She's my toy" etc). Kyon meanwhile is a hypocrite who went along with her shit until he felt his inner white knight tingle when she toyed with Asahina. He realized it later on, during school lunch, which is why he was frustrated.
