And if they're producing items for you why would you kill them at all?

The answer would be that it was too hard to get the average german soldier to shoot an unarmed civilian but they could get them guard/transport/herd jews into a room. Like with stalin, couldn't get russians to shoot civilians but could just have logistics people not bother bringing food.
