Because it doesn't have the lead color page. Normally the series that gets the cover also is the first one, but sometimes they just give the cover to a series and the lead to another. For example, when there is a cover with all the main characters of the magazine the Lead CP goes to One Piece.
Yuna is a lewd series, so I guess that's why they aren't giving it the cover (same as TLR back in the day).

Anything that is released on a non-weekly schedule is already getting special privileges that make ranking unimportant. It's almost unheard of for a series in WSJ to not be weekly, creators have been cancelled instead of being allowed to go at a slower pace. Only other series besides Naruto that I can remember being allowed to be monthly was Level E by Togashi and that also got promotion for each chapter.
