Are you forgetting how insanely evil he used to be? He was far, far less infuriating than Sasuke because Toiryama knew he had a villain and treated him as such, instead of writing him like a Gary Stu but Vegeta took outright pleasure in slaughtering civilians and thought nothing of killing off his comrades. Given, Vegeta is a puppy dog now, and Sasuke's lack of child slaughter, as well as why he failed in offing Team 7, is due less to a lack of intent as much as it is to his own incompetence.

While I agree he was a ruthless villain at first, Vegeta is no different than most of the other Dragon Ball villains and heel-to-face turns that preceded him. While he doesn't take the "I was always good inside" route of Tien, he becomes noticeably less edgy with his development. Sasuke was allowed to be an insufferable edgelord the entire series, even if he killed fewer in cold blood.
