Presumption of innocence is first known for certain to have been state law in ancient Sumeria a few thousand years ago. Probably has been used much earlier, we just don't have code of laws from before. The USA was given money to buy planes by Persia. Persia had internal changes and reformed into Iran. Iran still owns that deal. They had to get either the planes, or the money. In the end they got the money, not adjusted for inflation, without interest. This is the very least the USA had to do.
