On another note. Given that Irans internet is down now, I'm guessing some people in Iran are using shortwave radio for transmitting and receiving information from the outside world. How easy is it to "find" someone who is broadcasting? Can you track someone who is just receiving information?

There's 14 licensed living Hams in Iran and only one HF Radio. IRIB Radio (Iran's main shortwave broadcaster) has not transmitted their normal broadcasting in 3-4 days now.
