Because the main idea behind vocaloids is that they don't have any backstory, personalities etc. and you can use whatever you think fits them.
Project Diva X doesn't have any plot and there is no consistent character personalities.

She's ultra popular and you gotta have fucking millions to get a worthy anime for Miku, since it would be BD quality in TV yet you would have to add some more things in the BDs.
IMO it's better to have nice music videos than an anime though, it would be nice to see some anime studio competition about who animates a Miku music video better.

Miku has been on a decline for the past couple of years. I remember there was a poll for who will sing at the olympics in japan and miku didn't even make it under the top 10.
