It looks like a cape. Caplets, capes, long trailing scarves, the whole point is to show movement. The human brain is wired to be attracted to movement, so it's popular for characters in action shows for that reason. Plus, if you can only draw still scenes like in a manga a cape/scarf gives the impression that something is moving/going to move so that captures your subconscious attention.
Sonic is probably popular because of movement, same reason why regular people get into sports.
