Honestly I wasn't surprised at all that Konatsu was into him. Just look at him, she also has her mother's blood in her. As for Kiku I think he was so bothered with her feelings for him that he probably felt there was no other way to make her get over him but than to give her what she wants.
Kind of what he did with Miyokichi, whenever she threw herself at him he would kind of lay still and let her do what she wanted in an effort to appease her. That's why I don't think is OOC for him to fuck Konatsu. He probably thought he didn't have any other choice and in the end he regretted it so horribly it he became suicidal.
