I like the theory of Mask being a monster that happens have a really good looking human appearance. He kills and despises monsters because it reminds him of what he really is.

Garou is the overarching arc, within which the Monster Association arc was contained in the webcomic. Right now, it's the Super Fight arc, which is contained within the Monster Association arc, which is contained within the Garou arc. Basically, it's a Matryoshka doll form of storytelling.
