You are wrong. PA Works specialization is making tourist anime - they are litterally PAID by local goverments and tourist establishments to advertise specific areas. Pretty much majority of their anime fits this formula.
In this case Its pretty much like True Tours: Kanto, a meta show about advertising tourist location. So the point is to show appeal of the area and its main attractions to attract real life tourists.

I don't get it: the original poster made the MC look like a cake, but the OP has her look like almost like a high school student.
I wouldn't say she looked so old so as to be a cake, she just looked like a carbon copy of Aoi save for having pink hair. They might've gone out of their way to make her look different, though it's probably more just a case of it being an original work so character designs are completely up in the air until it actually airs.
