Roman slaves could hold property and earn money. They would often also be freed by their masters wills (posthumously) or they could purchase their freedom. Read about Tiro. Tradition mostly, you need to be savvy in language of the both communist ideology and economic theory. They call party communist, they respect the party, people join the party but even people who are party members can go to Church. Couldn't do that in USSR if you were party member.
Party is just power, communism in the name in the symbols, in the plan, but no one is saying they are building communism as an utopian system. In USSR they would say "in 20 years we will build communism for everyone". In China Xi never speaks of that, only of ambiguous goals of helping poor and building Chinese dream, saying years 2020 and 2040 as goals for greatness.
