Well that was precisely it, they mentioned that having walls does make it harder to expand and that generally towns just get denser, though of course if there's a great enough demand you could rebuild the walls to account for more land but generally yes you would just build another settlement a bit farther away and if both towns survive long enough you might see them merge eventually.
