I don't even read this series, but I can make a pretty educated guess by just what I picked up throw osmosis:

It was never meant to go on this long. It got too popular for its own good. The creator originally just planned a shorter series where everyone dies miserably. But then it blew up, because it was something fresh and new. Now he's stuck the way the LOST writers were, with all these plotlines he has no idea how to solve. The new season of the anime is just a reflection of how meandering the manga is becoming.

As for Nier Automata, it's a combination of it being just plain good, along with the fact that the PS4 is the leader of its generation, whereas PS3, which held the previous Yoko Taro games, wasn't.

The PS3 sold as much as the Xbox360 and only about 10m less than the Wii. Drakengard 1 and 2 were on the PS2, the best-selling console ever made. The difference is that Taro had never made a decent game before this one.

In the long run, the PS3 did as well as the 360, but it took time. In the US in particular, it was never as popular of a system. Nier came out in 2010, which was well before the PS3's height of popularity. I agree with you that Nier Automata is much better than all the previous Yoko Taro games, though.

Ignoring the tech level, the people in charge are afraid of both the common people and the other two military forces being armed to the point that the "gestapo" forces could be defeated. You already saw a lot of the politics in the first set of anime episodes and earlier manga chapters.
