The anime is starting when the kids are still in the academy, while the manga started by recapping the movie where they're already Genin. That gives them some breathing room, especially because the anime will probably end up recapping the movie as well. But it's hard to imagine a scenario where the anime doesn't eventually overtake the manga.

There's no age limit to getting Mangekyo as long as you have base Sharingan, you just have to see someone you care about die in front of you. If Sarada gets Mangekyo it'll have to be because an important character dies, and she'll eventually go blind if she overuses it, so it's not like it would be without a cost.

And anyway, there's no indication other than that piece of not-canon fanart that Boruto will obtain a chakra mode. Given his appearance in the future, the tattoo and eye are far more likely to be what he gets as power-ups.
