Because the media only reports on the Likes of London. Come to the north of the country where I live and there aren't many niggers or pakis, and you will find most people up here have what a lot of today folks would call an 'old fashioned' attitude towards the blacks and pakis , or just call us racist. Chavs are a particular group. As kids we would use the word "charver" to simply mean a man or in more colloquial non-regional British English, a "bloke". The are many other words to simply use to describe a person.
Lads or lasses is very common. This is in Britain, Australia and New Zealand much more than America. Americans using the word 'lad' sounds a bit affected. They rather say 'guy' or 'dude'.
It's complicated to explain as each use of a variety of these types of word depends on background, nationality, social class, military or civilian, male or female and so on.
But a 'chav' is, I suppose akin to something like an Australian 'bogan' or an American 'hick' or 'redneck'.
It's actually quite difficult to convey by typing this post into a Cambodian needlecraft sheep-dipping forum.
