The thing that makes you smile in Joshiraku is the funny jokes, not that the girls are cute or that it's comfy. It works completely differently from a CGDCT show.
CGDCT also tend to have some plot. It may begin with someone joining a club, may feature some character development, have some minor subplots, spring follows winter follows fall, etc. The girls in Joshiraku are just vehicles for telling jokes, they aren't proper characters living real lives.

No. Just one example: K-ON had a plot. It actually worked. There was actually mountains of character development there too.
There are occasional exceptions to this. Take Kyoro from GJ-Bu, for example. He might as well just be another girl.
