Rossiu is logical in a universe that does not operate on logic. That's why he was wrong.

Well, you have to remember that humanity didn't really have any history of government at that point; the huge population boom and founding of an actual city was unprecedented to everyone involved. Of course he ended up doing the same thing as the village head; that was the only example of leadership he could reference (aside from Lord Genome, who's input would probably be more along the lines of "cull the population")
He did that because he felt that as leader, he needed to do what was best for the many, even if it was something he believed to be morally wrong. Remember, he was legitimately suicidal about the whole thing, and only Simon's intervention kept him from pulling the trigger.
Thing is, in a logical world, scapegoating Simon would have worked; the populace would have calmed down, and things would have stabilized enough for him to keep trying to save humanity. The reason it doesn't work is because the world he lives in doesn't work like that; he is, in essence, a Realist living in an Idealistic universe.

He is a massive hypocrite.

He criticizes Simon for acting impulsively by destroying the Mugann, but he was the first to send Grapals to deal with them.

If the Grapals did manage to destroy the Mugann, the people would be wanting his head as well instead of just Simon.

His decision to scrap Earth's strongest mech Gurren Lagann is completely illogical as well, with it being the only mech that could easily destroy and counter the Anti-spiral attacks during the first encounter.

He knew firsthand of Simon's powers. He's too far up his own ass to be a leader.

If he's as logical as people claim him to be, then he should've known that the moon can't just move on it's own. He was too preoccupied in trying to look cool instead of asking Genome of everything he knew.

Devil's advocate: The Lordgenome head forgot about Cathedral Terra until he actually physically saw the moon, and by that time it was already about to crash into Earth.
