I disagree with him that it's ever a 1/10 design but a character's appearance can be pushed up by fitting in with the world, and that's an example of it.
It's also a taste thing. I like how over-the-top it looks, so I wouldn't say it's a 1, but I wouldn't say it's a 10, either. In the frame of the show, though, that's reasonable.
