It would actually. The shapeshifting spell basically converts all of their dragon features into the human equivelent. That is what each of them looks like as a human. Lucoa has huge boobs because her dragon form has the equivelent of huge tits, kanna is a loli because her dragon form is young, etc.

This came up in the manga in response to kobayashi calling Tooru's boobs fakes made from magic and Tooru saying they were her natural size.

The only thing that they seem to be able to freely change is their scales.

cutting down the number of side characters would have helped massively I think, too much of the series was wasted on introductions
