I think a lot of Western license-holders are champing at the bit to release it on disc given all the positive buzz it's received, but they are usually forbidden from doing so until the Japs release their own copy because they're hugely paranoid about reverse imports, especially from North American distributors since they're the same BD region.
So it makes sense that the Western release would be as close to the Japanese release as possible since that's the only reason they haven't done so already.

It makes sense when I thought back on it after my first viewing. It's meant to keep the body-switching subtle and implying that Mitsuha was just being weird herself without knowing it.

Remember the order of events in the movie.
The first sequence is Mitsuha and Taki's dual monologues, which take place in 2021. Following from that, we see the sequence where Mitsuha throws her ribbon to Taki on the train (or 3 October 2013). The next day, 4 October 2013, the comet splits over Itomori, and Taki and Mitsuha are reunited on top of the mountain, where he returns the ribbon.
No, she simply doesn't really remember the day she spent in Taki's body because those first few days are much more dreamlike to them until they start catching on. Mitsuha says during that scene where they're explaining how she was being really weird the day before that she just had some odd dream of another life she can't really remember.
Skipping over the first Taki!Mitsuha day and showing only the aftermath is actually a good bit of condensed storytelling because it allows the audience to infer what's going on from the reactions of everyone after the fact, instead of just showing the switch and then the aftermath. They flip it with the first Mitsuha!Taki day by going into detail about the switch and then implying the fallout through the short scene afterwards.
In fact, despite some of the character reactions, it might not even have been there first switch. The whole beginning of the thing is muddied because neither really notices what's going on until a few switches have passed, based on their narration shortly before the montage.

Yeah, this image helps organize things somewhat. 9/2 was probably the first switch, but we actually don't see either of the ones that day. The first switch we really see if the Mitsuha in Taki one three days later on 9/5.

This has the feeling of a legitimate plot hole, until you spend a moment thinking about it. A lot of people have idiosyncratic communications preferences, particularly in this day and age of endless market segmentation. It's not the exception, it's the rule. Especially when it comes to phone calling, which has become increasingly marginalized due to various forms of texting being 1. More convenient and/or 2. Less awkward. Both of these factors are important for understanding why Taki waited so long to call Mitsuha, and why they never texted.
First of all, texting loses some of its convenience factor when communication turns to something really hard to talk about (practically and/or emotionally) like, say, living in somebody else's life and body for weeks on end. You can't really casually go back and forth about something like that over the course of the day. A diary is more conducive to thoughtfulness and organization in a way that Taki and Mitsuha understandably felt was useful. Recall that Mitsuha was inspired to write her first entry the first day they swapped precisely because of the organization of Taki's diary.

Indeed, the fact that it was the way they decided to start communicating is itself important, since people tend to stick to conventions that work. And really, it's entirely believable that when the swapping started, neither of them immediately thought "Hey, maybe I should try texting myself!" Perhaps you'll say "Well it would have been MY first thought," and that's all well-and-good, I'm merely saying that not everybody would think that way.
Secondly, having spent so much time in bizarrely intimate proximity to one another, it's tempting to assume that they would cease to have any hang-ups (heh) about direct interaction. One of the movie's understated achievements is that it demonstrates that this is not so. Ironically, it's exactly because they've spent so much time AS each other, and relating the trials and tribulations to one another through delayed communication, that direct contact becomes so daunting. Because in spite of all the time they've spent living each other's lives, they haven't gotten to know the other as their own whole self. This barrier is reflected in Mitsuha's apprehensive monologue on her way to Tokyo.
Personally, the closest approximation I can imagine to their situation is something between physically meeting a celebrity who you're a longtime fan of, and physically meeting longtime internet friend... or a fellow user.
To conclude, ask again why Taki decided to call Mitsuha when he did. It's because it took the date fizzling out (and Okudera's intuition) for him to realize how comfortable he had become with Mitsuha, and that she was as fallible and human as he.
It's pretty good. Fairly standard for a guide book: a picture summary of the story, interviews with the VAs, Shinkai, Andou, RADWIMPS etc, character/prop/art setting.
Don't know if it'll ever get a western release. They usually don't.
Shinkai's earlier artbook (A Sky Longing for Memories) got an english release. It's pretty good.
