Water mains may have issues when the supply water is at or near freezing. Cavitation in the pipe can cause immediate freezing. The northeast has been 20 to 25 degrees Fahrenheit below average the past two weeks. Old infrastructure can not handle it.

It would be very easy to "throw a wrench" onto a main and cause it to leak. lots of rusty bolts, lots of old victaulic clamps....lots that could go wrong if the staff did not do good "PM' research.

I deal with retarded engineers all day. I know you guys only think of the solution, and not the process. You have to be aware that there is a thing called "Codes" and it dictates what depth water lines must be run at. You must show your work to an inspector before covering it up.
