First half is 10/10, really engaging storyline and I actually cared about the main character's quest. They pretty much fucked it up royally in the second half since it seemed like they had no idea what to do with it.

Okay, about this? Is her hair a blade? Was it always? Why did they think this Deus Ex bullshit was acceptable? This isn't TTGL where sheer willpower is always the answer, why can she just break free?

I'd almost be willing to say yes if the animation was consistent. The first half had such a distinct Trigger flare that would jump between silly and badass, with really impressive amounts of movement and quality mixed in throughout. A bit after the Nudest Beach arch began, this fell off majorly and it was kinda frustrating.

I still give it an 8/10, but it could have been a 9 or 10 for me

It wasn't that bad, only episodes 19 and 20 really suffered for lack of animation. 21, 24 and 25 had excellent combat animation.
Even the first cour was a little off at times, the first episodes of the Natural Elections I believe were outsourced and looked kinda dull and static.

It was a fun episode and had Takarada.
The school trip episodes got too much shit for no reason.

What? Really? I didn't know anything about Japanese regional stereotypes and I was really hyped when they began. Before them anime was kinda going in circles with all this Ryuko vs Satsuki stuff and after the school trip the plot really started moving in some direction.

No pacing issues, the last batch of 3 stars were specifically made for the last battle. Might as well complain about pic related only appearing in one episode.

Maybe. I honestly don't care about it. Most shows have weak episodes, but in general KlK had great storyboards and a lot of inventive and fun stuff in it's animation.

No. It was thoroughly mediocre. Crappy production values, half assed writing, and being cliche as fuck all helped drag it down.

It did serve a purpose. Just because Chekhov's example involves a gun, it doesn't mean its function necessarily has to be being shot. It could be used to hammer a nail as long as it's relevant to the narrative.
And the bullet did serve a narrative purpose, there was a choice between using it for forcibly separate human and clothing at the risk of their lives, or trusting their judgement and talking sense into them. It didn't need to be shot.

If the red bullet has never been introduced, then described in fair detail, and the sniper had never been there waiting and ready to use it, would the narrative of the story for anyone but Mohawk Man have changed? It really wouldn't have, none of the other characters were even aware of it's existence and their actions were not influenced by it at all.

When an item that powerful is introduced, then not used when it's first useful, usually that is a set up that it will be used later on. But it's never mentioned or seen again. So perhaps that isn't technically a chekhov's gun, but it feels damn close.

Aikuro and Nudist Beach were aware of the risks of losing yourself in a Kamui. He warned Ryuko about the risks of fighting so many opponents in a row before the tournament even started. So it just makes sense for them to have a countermeasure ready.
Without the bullet there wouldn't be any conflict. Aikuro and and Tsumugu would just stand there like idiots that should have known better waiting for something to happen.

At that point, does it matter? As far as they know they have no way to break the mind control, and if they don't deal with Ryuko they have no chance of ever winning. The risk is out weighted by the reward.
