Unless Goku goes all out in one of his forms or uses SSB KK, we can't correctly gauge his opponent's power level since we have no way of telling how much he is holding back. For all we know, 17 could be around Buu Arc SSJ3 Goku level which is still a pretty big jump in power and well below SSB. You should probably wait for his feats at the tournament before chimping out.
