so I guess women and men are a separate race, faction in the future and they use weapons like psyker children to do war. The men lost but the remain psykers start to cause trouble so the organizations are left with either:
1. kill them with the collar
2. send them back to the past

and this ends up with most of the future people, psyker living in the past.
