I think the seasons with the most sakuga were GoPri and Heartcatch. I also really liked a lot of the fights in Splash Star and HaCha. Whether they were cute is up to you I guess, but I find Haruharu really cute.

Precure is Toei's original anime creation unlike Dragon Ball, so it only makes sense they'd give it special treatment. Also Dragon Ball fans will buy it anyway even if it looks like shit, so they don't need to put as much effort into it for it to sell.
