Blacks and Mexicans and hippies ect will all flee to the coasts to get weed and not go to prison, and the ones that don't will get killed by cops or end up in prison eventually anyway. The other main reason why prohibition didn't work in the US is that people didn't have a replacement for alcohol. It was the most basic and available drug they had, so when it was banned people just kept using it. On the other hand, when weed got banned, cocaine and heavier drugs saw a significant reduction in usage. When you need to get your drugs illegally, you can only afford to go for what is cheapest, safest and most available. The most efficient way to lower drug abuse would be to ban all drugs except a very light and safe one, possibly developed by the state: this will make degenerates look only for the second lightest illegal drug available and thus reduce the consequences of drug abuse enormously.

It depends on the availability and effectiveness of the drug, but generally they will go for the heavier illegal drugs instead. Making all drugs legal will make them use only the heavieast, cheapest and most available drugs on the market, which is the worst scenario.

We legalize alcohol and cigarettes, despite the fact some people destroy their lives with them. There are lots of myths spread about marijuana, and honestly, marijuana is no worse than the previous drugs mentioned. We've all held the attitude that our freedom, to drink alcohol for example, is not to be restricted to prevent the suffering in the lives ruined due to addiction.

Lots of things are addictive, and people in societies need to learn to take responsibility for their choices. More people need to practice mindfulness meditation, that way they can be happy in the present moment, and not need external stimulation.
