Protagonist, MC, whatever you want to call it, Madoka is clearly the one who's at the center of the story, and most of it is told from her point of view. The protagonist being useless and passive for most of the story isn't exactly uncommon.

I think so, though it isn't obvious, especially on a first viewing. The story is primarily from Madoka's perspective, but she's really just observing for most of it.

A character is only a character if ten seasons are spent on plumbing every little detail about them and they constantly have to deal with epic moral dilemmas and grey morality and they have a mile long list of imperfections to make sure they aren't mary sues or self-inserts.
