No, it had lots of substance. The issue was a huge conflict between wanting to make a really pretty series with no real plot, which is what the first two episodes are if you ignore the kidnapping at the end of episode 1 which isn't explained until the end of episode 10, I think.
From 3 on, there are little hints of plot, but it doesn't really have direction until episode 9.
It had DEEP SYMBOLISM but failed at basic storytelling. You need both.
That's wrong, you have a few misconceptions of how a plot works.
FLFL would have been better in every way if it didn't have a surface-level narrative.
9 was a great episode, but it isn't enough to justify how misdirected the series was.
Remove all that nonsense, remove the kidnapping scene in episode 1, and keep it a mix of school life and PI adventures. Maybe Cocona gets trapped in PI, but without a real antagonist at work. Maybe Papika and Yayaka have to save her, but again without the antagonist.
