Nice build up here. This is a good way to provide a small taste of what Sweet Mask is about and what he's capable of. It'll make his role in the Monster Association arc finale that much more compelling.

They (as in, the top echelons of the MA) COULD have been smart enough to know that Sweet Mask was an S class level entity and would need to deal with him seriously, therefore putting him off for now with just a few fodder.
Or they may have been under the same mistaken impression as these monsters were in thinking Sweet Mask was just a poster boy and didn't know how strong he really was; Atomic was of the same impression himself, after all.

The fact they had no idea about Mask's strengh just shows the MA still doesn't have much informations about the heroes, just like in the webcomic.
