It feels like the producers asked him to make a blockbuster soundtrack and that's it. And the sound director just doesn't give a fuck, he just blast whatever insert song or heavy chorus track for action scenes, then chose a random instrumental track for non action scenes. There is no harmony between what happens onscreen and the music.
That's why Unicorn or AoT's music is so great: it fits the show the there is a competent sound director.

KLK had a pretty good sound director too then I think. In particular episode 18 was the best in terms of the music, since it goes back and forth between everyone's themes but it all matched up rather perfectly.
