Please learn that whenever a politician says a good or service is 'free', it means two things:
1. Other people are forced to pay for it through taxation.
2. The government forbids anyone else to provide said good or service.
This always results in less variation, higher prices and lower quality cmpared to what the free market would provide.

'free' as in paid for with taxes. The oil money goes into a pension fund to cover future state employee pensions. Which it won't actually be able to, because there simply are too many of them. Lately we've been moving towards a more classic us health care model, with companies paying for employees health insurance. Treatments just take too much time otherwise, so it really pays off.
And there is totally a merit based system unless you can prove you are from one of a handful of countries we grant asylum to. Or a eu citizen, in which case you get half a year of work visa for free.
