1 and 2 are recaps, but some scenes are reanimated to look better. There are some other changes but they are all very minor and don't affect the story at all. I'd suggest watching the OP, though (it's the same in both movies). It's new and Rebellion uses some imagery from it. Also after the equivalent of ep. 10 in movie 2 it shows the TV OP, but this is altered as well. You might find that interesting but it's not too significant. In short you don't need to watch the first two movies but I'd say watch their OP at least.

Every time homu repeated time, she added to madoka's potential destiny ultimately making things potently worse for everyone if she ever failed completely. There was even a scene where she realizes this.

That didn't work with Madoka or Sayaka. She's probably not capable of pulling that off, and more importantly, she doesn't think she is, so she'd never try.
It's a good question, what would happen if they tried to show off their powers. You only ever see them do it in front of a normal person if it's someone who has been targeted to become a magical girl. It's possible that normal people would not be able to perceive it properly, like how they can't perceive witches. The only people other than magical girls that can perceive witches are also those targeted to become magical girls.

I don't think the public knowing about magical girls would matter, at any rate. They could see the girls transform and see their magic and such, but they still can't see witches or QB or anything else having to do with the meguca business. And even if you managed to convince the entire public of megucas' existence, what of it? They've still made their wishes. They still have to hunt witches. They'd just have a media storm on top of that, assuming the media even cared to get on it.
