Why is dual citizenship a thing? It makes no sense from any standpoint. Even countries that share a general set of characteristics can and do have competing interests and goals, different political and social cultures etc. Why tolerate split allegiance?

No one has to pledge allegiance. Other than accident of birth, people generally can consciously choose nations.

I would imagine both countries have to agree to the dual citizenship and do some kind of background investigation depending on the history between the two nations.
The only thing that really comes to mind is parents of different nationalities and in that case I think of it as "What religion are we going to raise our kids as?"
